The India Meteorological Department has issued flash flood warnings across eight states and two union territories through this week, with Chhattisgarh and Odisha facing the gravest threat. Districts including Gaurela, Pendra, Marwahi, Balrampur, Surguja, Korba, Jashpur and Raipur are forecast to receive extremely heavy rainfall exceeding 204.5 mm, driven by a well-marked low-pressure system over the Bay of Bengal and Gangetic West Bengal that has kept the monsoon trough active across a wide stretch of central and eastern India. Authorities have urged residents in the affected districts to remain vigilant. It’s the right response to a genuine short-term threat. But readers who have followed IMD bulletins over recent years may notice something else: Chhattisgarh has now received an “extremely heavy rainfall” warning at almost exactly this point on the calendar for several years running, including comparable red alerts in September and October of 2025 and September 2024.
That repetition is worth pausing on, because it complicates how this week’s warning should be read. A single extreme rainfall event is a weather story — track the system, issue the alert, protect the vulnerable districts, move on once it passes. A pattern of extreme rainfall events recurring at the same point in the monsoon calendar year after year is a climate story, and the two demand different institutional responses. Emergency alerts handle the former. Only sustained investment in drainage capacity, embankment resilience, and early-warning infrastructure handles the latter — and it’s less clear that investment has kept pace with how routine “extremely heavy” has become in the official vocabulary.
Chhattisgarh’s exposure here isn’t incidental. The districts under the current warning sit across hilly, forested terrain in the state’s northern and eastern belts, precisely the kind of topography where sudden, concentrated rainfall translates fastest into flash flooding rather than gradual river rise that gives downstream communities time to prepare. Neighbouring Odisha faces a parallel risk from the same weather system, with 40-50 kmph winds compounding the flood threat in its northern districts. Both states have, to their credit, built out flash-flood alert systems considerably since earlier disasters — this week’s advance warnings are themselves evidence of improved forecasting and communication compared to a decade ago.
But forecasting improvement and physical resilience are different achievements, and conflating them risks a false sense of security. Knowing a flood is coming three days in advance is a meaningful gain over knowing an hour in advance. It does nothing, however, to change whether a drainage channel actually carries the volume, whether an embankment holds, or whether a road remains passable once the rain arrives. As this newspaper has argued regarding both the Northeast’s flood recovery and the barrier-lake risk from the Himalayas, better warnings without matching investment in the infrastructure those warnings are meant to protect amount to managing disaster more efficiently rather than preventing it. Chhattisgarh’s residents deserve to know not just that extremely heavy rain is coming this week, but whether the state’s drainage and flood-control investment has kept pace with how often that warning now appears on the calendar.
