Loitering Munitions and the Fog of War: What the Kirana Hills Episode Reveals About Modern Conflict

Former Chief of Defence Staff General Anil Chauhan’s recent clarification about Operation Sindoor, that an Indian loitering munition may have inadvertently struck near Pakistan’s Kirana Hills after running low on fuel while hunting for radar targets around Sargodha, is a small but revealing window into how autonomous and semi-autonomous weapons are reshaping the nature of modern warfare, and the diplomatic risks that come with it.

Loitering munitions occupy an unusual space between traditional missiles and drones. Unlike a missile fired at a fixed, pre-identified target, these weapons are designed to remain airborne for extended periods, actively searching for targets that match a designated signature, in this case, radar installations. That capability makes them valuable for degrading an adversary’s air defence network in real time. But it also introduces a distinctly modern risk: a weapon that behaves with partial autonomy, and whose final impact point is shaped by battlefield variables rather than a single, pre-committed decision, in areas of extraordinary strategic sensitivity.

Kirana Hills is not an ordinary patch of terrain. Long rumoured, though never officially confirmed, to house elements of Pakistan’s nuclear infrastructure, any Indian munition landing in its vicinity, deliberately or not, carries implications far beyond the immediate tactical engagement. Chauhan’s explanation, that the munition ran out of loiter time without finding its intended radar target and struck a location nearby, was clearly intended to draw a firm line: this was not a strike on nuclear infrastructure, but a mechanical consequence of how the weapon is designed to behave when it fails to find what it is looking for.

Whether or not that explanation fully satisfies observers, and it will likely be contested by Pakistani officials and independent analysts, it highlights a broader truth about the direction of contemporary conflict. As militaries increasingly deploy weapons with autonomous search-and-strike capabilities, the traditional assumption that every strike reflects a deliberate, targeted decision by human commanders becomes harder to sustain. This has consequences not just for battlefield conduct, but for crisis stability. In a nuclear-armed neighbourhood, an unintended strike anywhere near suspected nuclear infrastructure carries escalatory risks that far exceed its tactical significance, regardless of intent.

Militaries developing and deploying loitering munitions will need to reckon more seriously with these risks, whether through tighter fuel and loiter-time parameters, more conservative target-search boundaries near sensitive zones, or fail-safe mechanisms that default to self-destruction rather than an uncontrolled strike. As the Kirana Hills episode shows, the fog of war in an age of autonomous weapons is not simply about incomplete information; it is about the diminishing certainty over what, precisely, decided where a weapon ultimately lands.
