Forty Time Bombs Above Sikkim: What the State’s Own Glacial Lake Hazard List Means After Nepal’s Warning Went Unheeded

Sikkim has identified 40 high-hazard glacial lakes within its own territory, with 16 classified in the highest-risk category for a catastrophic outburst. The disclosure, made at a Gangtok media workshop this week, arrives with grim timing: barely ten days after a glacial collapse near the Nepal-Tibet border killed hundreds and left a trail of destruction that this newspaper has covered extensively. Sikkim has its own recent, precise reason to take that warning seriously. In October 2023, a South Lhonak Lake outburst killed at least 60 people across Mangan, Gangtok, Pakyong and Namchi districts, and destroyed the Chungthang dam, a major hydropower project, in the process.

What distinguishes Sikkim’s position from Nepal’s this month is that the state isn’t waiting for disaster to reveal the risk after the fact. Principal Secretary Sandeep Tambe told the workshop that remote sensing and satellite imagery are actively tracking changes in glacial lake size and extent, and that detailed field investigations — water discharge monitoring, electrical resistivity tomography, geophysical surveys, DGPS-based assessments — have already begun at vulnerable sites. That’s a materially more advanced monitoring posture than what appears to have existed upstream of Nepal’s disaster, and it deserves genuine credit rather than reflexive skepticism.

The harder test, though, is whether identification converts into mitigation before the next monsoon or seismic trigger, not after. Thirteen of Sikkim’s 40 identified lakes remain unclassified for risk level, meaning the state’s own hazard map is still incomplete. A proposed Regional Centre for Glaciology, discussed as far back as mid-2024 following the South Lhonak disaster, doesn’t yet appear to have moved from proposal to functioning institution. Knowing which 16 lakes pose the highest risk is meaningfully different from having engineered mitigation — controlled lake-level lowering, downstream early-warning sirens, evacuation infrastructure — in place at each of them.

There’s a broader regional lesson here that this newspaper has pressed since Nepal’s disaster: Himalayan states cannot treat hazard mapping as the finish line. Sikkim’s approach so far looks like the right sequence — identify, classify, monitor, investigate — but the South Lhonak precedent proves that even a known, previously studied lake can still produce mass casualties when mitigation lags behind identification. Readers should watch not just how many of Sikkim’s 40 lakes eventually get classified, but how many of the highest-risk 16 receive functioning mitigation infrastructure before the next monsoon season arrives, rather than a mitigation plan that remains, like the Regional Centre for Glaciology, permanently proposed.
