Late Friday evening, as India readied itself for eightieth Independence Day celebrations, a flash flood tore through the Pasu Pani Army Camp in Arunachal Pradesh’s Dibang Valley, sweeping away two shelters of the 5th Grenadier regiment. Seven soldiers were carried off by the water. Two were rescued. Five — Havaldar Upendar and jawans Kundan, Vinod, Aditya and Samunda — remain missing as search teams battle inclement weather and waterlogged terrain. The same night, roughly a hundred kilometres away in Upper Subansiri district, a landslide buried workers at a road construction site in Keojaring-Byaching, killing at least four labourers.
Two disasters, one night, one state. That should be read as more than tragic coincidence.
A pattern, not an anomaly
Arunachal Pradesh’s terrain — steep, geologically young, laced with rivers swollen by glacial melt and monsoon rain — makes it genuinely one of the hardest places in India to build and maintain infrastructure safely. But the state’s monsoon disasters are not isolated shocks; they are a near-annual feature of India’s Himalayan border region. In 2024, floods and landslides across Arunachal stranded villages, destroyed roads, and required army troops to rescue seventy students and teachers from a flooded school in Changlang district. The Kishtwar flash flood in Jammu and Kashmir the following August killed 68 people and left dozens missing. Uttarakhand and Himachal Pradesh have each seen their own catastrophic monsoon events in recent years, with death tolls running into the dozens and, in Himachal’s case, 33 people still unaccounted for from a single flooding period.
Read against that backdrop, Friday’s disaster in Dibang Valley is not a freak event that caught anyone off guard. It is what happens most monsoon seasons in India’s mountainous border districts, with the specific location and casualty count being the only variables that change year to year.
Why an Army camp being swept away matters more than it might seem
There is a specific detail in this disaster that deserves more scrutiny than a single day’s news cycle typically gives it: this was not a civilian settlement caught unprepared by an unprecedented cloudburst. This was an Indian Army camp, presumably sited and constructed with some institutional understanding of the terrain’s risks, in a strategically sensitive border region where the Army maintains a permanent, significant presence specifically because of its proximity to the China frontier. Seven trained personnel being swept away by a flash flood at their own camp raises a narrower, more answerable question than “can India prevent all Himalayan flooding” — namely, whether camp siting, shelter construction standards, and early-warning protocols in these high-risk border districts are actually calibrated to the flood and landslide risk these areas face every single monsoon.
If a permanent military installation was vulnerable to this kind of sudden inundation, that is a planning and risk-assessment question the Army and the state disaster management authorities owe the public an answer to — not to assign blame in the middle of an active rescue operation, but as a matter of record once the search for the missing jawans concludes.
The response has been fast — that’s not the same as the risk being addressed
To its credit, the emergency response by Friday night and Saturday was substantial: search and rescue teams from the 5th Grenadier were joined by the ITBP’s 58th Battalion, the General Reserve Engineer Force, Arunachal Police, local volunteers, and an SDRF team dispatched from Pasighat to Anini. Army aviation assets were deployed for medical evacuation. This is exactly the kind of coordinated, rapid mobilisation a disaster of this scale demands, and the personnel risking their own safety in continuing search operations amid bad weather deserve recognition for it.
But a fast, well-coordinated response to a disaster is a different achievement than preventing the disaster’s underlying vulnerability from recurring next monsoon season. India’s Himalayan border states will see heavy rain again next August, and the August after that. The pattern from 2023 through 2026 — a different valley, a different district, a broadly similar death toll, a broadly similar rescue operation — is now well-established enough that “unprecedented rainfall” is no longer a fully satisfying explanation on its own.
What should follow once the search ends
Once the search for the missing soldiers concludes, whatever its outcome, the harder institutional question deserves attention: are Army camps, government construction sites, and civilian settlements in India’s most flood- and landslide-prone border districts actually being sited, built and monitored according to standards that reflect how routinely this terrain produces exactly this kind of disaster. A border region this strategically important to India’s security architecture deserves infrastructure resilience to match — not just a well-drilled rescue response arriving after the fact, however commendable that response continues to be.
